PS2-FPKG is a Windows application that takes ISO or BIN disc images of PlayStation 2 games and turns them into fake PKG (fPKG) files. Unlike official PS2 Classics releases from the PlayStation Store, these are "fake" signed packages that can be installed on an exploited PS4 without requiring a legitimate license.
